• Requires all school staff, including administrators, teachers, and contract employees, to submit acceptable proof of full COVID-19 vaccination to their school in a time and manner specified by the school.

• Defines "fully vaccinated" as two weeks after completing primary vaccination with FDA-approved/authorized vaccine, WHO-listed vaccine, or qualifying clinical trial vaccine, with specified minimum intervals between doses.

• Allows exemptions from vaccine requirements only as accommodations required under federal law, and permits acceptable proof through vaccination records, cards, medical records, immunization system records, official documentation, or signed attestation if unable to produce other documentation.

• Schools must provide reasonable time and paid leave at regular rate of pay for staff to obtain vaccine doses and recover from side effects.

• Commissioner of Labor and Industry enforces the requirement under Minnesota Statutes sections 182.66, 182.661, and 182.666, with violations subject to applicable penalties.
