Expands the Commerce Fraud Bureau's jurisdiction to include automobile theft and financial fraud investigations, in addition to existing insurance fraud authority.

Authorizes the commissioner of commerce to appoint peace officers and establish a law enforcement agency with investigative and arrest powers under Minnesota statutes sections 629.30 and 629.34.

Requires the Commerce Fraud Bureau to respond to notifications of suspected insurance fraud, financial fraud, or automobile theft from law enforcement agencies, government units, or any other person.

Increases the spending cap for program equipment, administrative costs, and the Commerce Fraud Bureau's investigative efforts from 10 percent to 25 percent of annual automobile theft prevention special revenue account funds.

Directs the Commerce Fraud Bureau to report alleged fraud and automobile theft incidents to appropriate law enforcement agencies including the attorney general, county attorneys, and other regulatory agencies.
