Reduces assigned student responsibility for Minnesota state grant program from 50 percent to 46 percent of the cost of attendance.

Increases state grant appropriation from $210,037,000 to $210,037,000 (maintains existing funding level with flexibility between fiscal years).

Allows appropriation for either fiscal year to be used for the other year if insufficient in one year.

Amends Minnesota Statutes 2020, section 136A.121, subdivision 5 to implement the reduced student responsibility threshold.
