Commissioner of Human Services, in collaboration with the Commissioner of Health, shall study potential oversight of sober housing programs for people with substance use disorders and make recommendations.

Study must identify sober housing providers in Minnesota and collect information on services provided, supervision levels, admission/discharge criteria, licensure status, and public funding receipt.

Study must identify aspects requiring oversight including housing types, supervision standards, health and safety standards, evidence-based recovery practices, and affiliation with outpatient treatment programs.

Study must analyze sober housing oversight in other states and recommend oversight options, including which department(s) should regulate programs and complaint procedures for residents.

Department of Human Services must submit report to legislative health care committees by September 15, 2022, with a one-time appropriation provided for fiscal years 2022 and 2023.
