Extends the Prairie Island Indian Community's deadline to submit certified total project costs from January 1, 2022 to January 1, 2023, effective retroactively from December 31, 2021.

Appropriates $16,000,000 in fiscal year 2021, $15,200,000 in fiscal year 2022, and $15,000,000 in fiscal year 2023 from the renewable development account to the Commissioner of Commerce for grants to implement the Prairie Island renewable energy project.

Establishes $46,200,000 as the total project funding target, with any funds under this amount withheld from fiscal year 2023 appropriations and returned to the renewable development account.

Reserves up to 20 percent of the certified total cost (or the difference between certified costs and total appropriations, whichever is less) to cover project cost overruns.

Makes appropriations available until June 30, 2031, with Commissioner of Commerce managing grant disbursement to the Prairie Island Indian Community.
