Prohibits physicians from performing or inducing abortions once a fetal heartbeat is detected, except in medical emergencies certified by a physician.

Requires physicians to test for fetal heartbeat using standard medical practice appropriate for the gestational age and document results in the pregnant woman's medical record.

Allows private civil actions against anyone who performs, induces, or aids/abets an abortion in violation of the law, with statutory damages of at least $10,000 per violation plus attorney fees and costs.

Bars state and local government enforcement; prevents actions against the pregnant woman; and provides an affirmative defense for those who reasonably believed the physician complied with the law.

Does not create or recognize a right to abortion before fetal heartbeat detection and does not affect other existing abortion regulations or local ordinances at least as stringent as state law.
