Prohibits the state, state agencies, political subdivisions, businesses, educational institutions, and medical facilities from requiring COVID-19 or influenza vaccines or discriminating against individuals who refuse vaccination, including withholding employment benefits, career advancement, or salary increases.

Requires that any entity recommending COVID-19 or influenza vaccines must provide notice that the vaccine is not mandatory.

Prohibits government entities and businesses from issuing, requiring, or using vaccine passports, passes, or credentials in any format, and bars the use of public funds to develop related databases or infrastructure.

Imposes criminal penalties (misdemeanor) and civil penalties of $10,000 per violation for businesses that require vaccine credentials, with injured individuals able to recover compensatory damages, attorney fees, and equitable relief.

Removes sovereign and qualified immunity defenses for entities enforcing federal vaccine passport requirements and bars state officials from enforcing any federal vaccine credential mandates within Minnesota.
