Appropriates $8,000,000 in fiscal year 2023 to the Board of Water and Soil Resources for an accelerated conservation planting program providing financial and technical assistance to landowners for establishing trees, shrubs, and conservation practices that reduce greenhouse gas emissions and improve water quality and habitat, available until June 30, 2026.

Allocates $500,000 of the conservation planting appropriation for invasive species control through cooperative weed management agreements.

Appropriates $4,000,000 in fiscal year 2023 to the commissioner of transportation to build and improve living snow fences consisting of trees, shrubs, native grasses, and wildflowers, available until June 30, 2026.

Appropriates $10,000,000 in fiscal year 2023 to the commissioner of natural resources for grants to local units of government to replace trees removed for emerald ash borer, with priority given to environmental justice areas defined by demographic and air pollution criteria.

Appropriates $1,000,000 in fiscal year 2023 to the commissioner of natural resources for school tree planting grants that include hands-on learning opportunities for students, available until June 30, 2024.
