Establishes Minnesota tutoring corps program by September 1, 2022, to provide instructional support to elementary, middle, and high school students experiencing COVID-19 learning loss in all required subject areas.

Requires tutors to be enrolled in teacher preparation coursework, enrolled in a bachelor's degree program related to education, or have graduated within the last three years from a board-approved teacher preparation program.

Authorizes commissioner to provide stipends to tutors and partner with organizations or approved teacher preparation programs to implement the program.

Appropriates general funds from the Department of Education for tutoring corps stipends in fiscal year 2022, with base funding continuing through fiscal year 2024 and ending in fiscal year 2025.

Allows federal COVID-19 Education Stabilization Funds received through June 30, 2023, to replace general fund appropriations, and permits the Department of Education to retain up to three percent of appropriation amounts for program monitoring and administration.
