Creates the Stronger Community Aid program beginning in calendar year 2023 to provide state aid to counties and cities that voluntarily implement a local performance measurement program administered by the Office of the State Auditor.

Requires participating local units of government to adopt ten performance measures annually by June 1, hold a public citizen performance measure and budget workshop meeting between June 15 and August 15, identify at least two measures for improvement at preliminary budget meetings, and certify compliance by February 1.

Establishes aid payments for counties based on population: $10 per capita (minimum $50,000) for counties with population ≤10,000, or $100,000 plus $2 per capita over 10,000 (maximum $250,000) for larger counties.

Establishes aid payments for cities based on population: $20 per capita for cities with population ≤2,000, or $40,000 plus $2 per capita over 2,000 (maximum $250,000) for larger cities.

Repeals Minnesota Statutes 2020, section 6.91, replacing the prior local performance measurement program with the new Stronger Community Aid program.
