Commissioner of human services must update the 2007 legislative report on runaway and homeless youth using existing data, studies, and analysis from state agencies, counties, and other entities.

Report must include three key elements on significant learning since 2007: unique causes of youth homelessness, targeted responses to youth homelessness including positive youth development, and recommendations to end youth homelessness.

Report must account for federal and philanthropic funds supporting homeless youth activities, volunteer responses to youth homelessness, and geographic areas or populations with service gaps.

Commissioner must consult with community-based homeless youth service providers and expert stakeholders to complete the report.

Report due to legislative committee chairs and ranking minority members by December 15, 2021.
