Increases English learner programs revenue by changing the per-pupil funding amount from $704 to $1,000 per adjusted average daily membership of eligible English learners (minimum 20 pupils).

Establishes English learner cross subsidy aid to be phased in gradually: 25% in fiscal year 2023, 50% in 2024, 75% in 2025, and 100% in 2026 and later, calculated as the difference between a district's English learner services expenditures and revenues from the second previous year.

Modifies basic skills revenue calculation to include English learner revenue and removes the previous $250 per English learner pupil unit provision from the basic skills formula.

Appropriates unspecified funding from the general fund to the Department of Education in fiscal year 2023 for additional English learner general education aid.
