• Establishes Task Force on the Statewide Response to Substance Abuse to review how state justice, social service, and health systems respond to substance abuse and controlled substance offenses.

• Task force consists of 18 members including commissioners of public safety, human services, corrections, and health; state public defender; county attorney; law enforcement representatives; pharmacy board member; and two public members (one with substance use disorder experience, one crime victim) appointed by August 30, 2022.

• Task force must analyze controlled substance offenses, law enforcement response, judicial and prosecutorial approaches, correctional practices, treatment programs, and prevention efforts in Minnesota and other jurisdictions.

• Task force shall submit preliminary report by March 1, 2023, supplemental report by February 1, 2024, and final report by January 15, 2025, then expires the day after submitting final report.

• Appropriates unspecified amount from general fund to commissioner of public safety in fiscal year 2023 to implement task force, with base appropriation of $0 for fiscal year 2026 and beyond.
