Expands eligibility for veteran designation on Minnesota driver's licenses and identification cards to include retired members of the National Guard or reserve components of the United States armed forces, in addition to veterans as defined in section 197.447.

Requires applicants to provide a certified copy of discharge papers confirming honorable or general discharge under honorable conditions status, or a military retiree identification card, veteran identification card, or veteran health identification card.

Allows applicants with 100 percent total and permanent service-connected disability as determined by the United States Department of Veterans Affairs to obtain a "Veteran 100% T&P" designation on their card.

Requires the commissioner of public safety to issue veteran designation cards only after entering a new contract or coordinating production of a new card design with required modifications.

Effective August 1, 2022, applying to all applications submitted on or after that date.
