Creates a new felony crime for knowingly adulterating or altering controlled substances or drugs with fentanyl, or substituting controlled substances with fentanyl.

Makes it a felony to knowingly alter packages or receptacles containing controlled substances by replacing contents with fentanyl or substituting packages with ones containing fentanyl.

Exempts manufacturers, practitioners, pharmacists, pharmacy owners, nurses, and other persons acting in a professional capacity from prosecution under this statute.

Defines "controlled substance" and "drug" by reference to existing Minnesota Statutes section 152.01.

Effective August 1, 2022, and applies to crimes committed on or after that date.
