Extends the deadline for transferring unused state funds from the Minnesota premium security plan account from June 30, 2024 to June 30, 2025 to the commissioner of commerce for deposit in the health care access fund.

Requires the Minnesota Comprehensive Health Association to administer the Minnesota premium security plan through the 2023 benefit year with specified payment parameters: $50,000 attachment point, 80 percent coinsurance rate, and $250,000 reinsurance cap.

Directs the commissioner of management and budget to transfer the necessary amount from the general fund to the Minnesota premium security plan account in fiscal year 2023 as a one-time transfer to fund operations and reinsurance payments.

Maintains the existing funding hierarchy for the plan using federal funding first, followed by designated state funds, health care access fund monies, and general fund monies in that order.
