Governor may declare a peacetime emergency for up to 5 days without legislative approval, extendable by Executive Council resolution for an additional 25 days for a cumulative total of 30 days.

Extensions beyond 30 days require approval by majority vote of each house of the legislature for the first 30-day extension, two-thirds vote for a second 30-day extension, and 75 percent vote for any subsequent 30-day extensions.

Governor must provide at least three days' notice to legislative leaders if intending to extend the emergency beyond 30 days when the legislature is not in session, triggering an immediate call to convene both houses.

Governor is prohibited from allowing a peacetime emergency declaration to expire and declaring a new emergency for the same event to circumvent legislative approval requirements.

Multiple separate peacetime emergencies in response to different events may be declared concurrently and are effective for the duration of the first emergency declaration, with any extensions subject to the same legislative approval requirements.
