Increases the annual production limit for microdistilleries from 40,000 proof gallons to 100,000 proof gallons per calendar year.

Expands the off-sale bottle limit from one 375 milliliter bottle to up to three liters per customer per day.

Requires microdistillery bottles to be sold at no less than 110 percent of the wholesale price charged to off-sale licensees.

Maintains existing requirements that off-sale hours conform to municipal retail standards and that brands sold must also be available through wholesalers.
