Increases the barrel production threshold for brewers ineligible to obtain an off-sale license from 20,000 to 150,000 barrels of malt liquor annually.

Applies the threshold to brewers and any person with an economic interest in or control over the brewery seeking the license.

Maintains the existing 250,000 gallon annual production limit for wineries seeking such licenses.

Amends Minnesota Statutes 2020, section 340A.28, subdivision 2.

Effective the day following final enactment.
