Modifies appraisal valuation requirements to ensure appraised values do not decrease below the most recent appraisal value for acquired natural resources land.

Establishes annual adjustment mechanism for all payment-in-lieu-of-taxes dollar amounts beginning in 2023, with adjustments based on the Consumer Price Index for the 12-month period ending August 31.

Requires commissioner of revenue to produce a report by January 31, 2023, on valuation methods used for state-owned lakeshore and other natural resources land, including recent and historical assessed values, in consultation with the Department of Natural Resources and counties.
