Creates a new Department of Behavioral Health as a state department effective July 1, 2022, with a commissioner appointed by the governor.

Transfers behavioral health services administration from the Department of Human Services and Department of Health to the new department, including medical assistance, MinnesotaCare, mental health, and chemical dependency services.

Adds the Commissioner of Behavioral Health to state salary limits capped at 133 percent of the governor's salary, adjusted annually by Consumer Price Index changes.

Includes the Department of Behavioral Health in applicable statutes governing department commissioners and unclassified positions.

Directs the revisor of statutes to prepare implementing legislation for the 2023 session outlining specific statutory changes needed to complete the transfer of duties; employee seniority transfers to the new agency.
