$75,000,000 is appropriated from the general fund in fiscal year 2023 to the Commissioner of Human Services for grants to eligible applicants for emergency shelter facilities.

Eligible applicants include statutory or home rule charter cities, counties, Tribal governments, 501(c)(3) not-for-profit corporations, and housing and redevelopment authorities.

Grant funds may be used for property acquisition, site preparation, demolition, design, construction, renovation, furnishing, and equipping of emergency shelter facilities.

Prioritized projects include renovating existing facilities into shelters, adding beds to existing shelters, acquiring and constructing new facilities, and improving safety and sanitation of existing shelters.

Individual grants may cover up to 100 percent of total project capital expenditures up to $10,000,000 per project, and all funded projects must meet applicable state and local building codes.
