Adds owners, administrators, and employees (18 years or older) of public or private youth recreation programs and organizations providing child-focused services as mandatory reporters of child maltreatment.

Mandatory reporters must immediately report known or suspected child maltreatment to local welfare agencies, police, county sheriffs, or tribal social services/police departments.

Expands "practice of social services" definition to explicitly include employee assistance counseling, guardian ad litem services, and parenting time expeditor services.

Maintains existing exemption for clergy members regarding privileged communications under section 595.02, subdivision 1, paragraph (c).

Applies to maltreatment occurring within the preceding three years from the date of report.
