• Establishes specific wage calculation formulas for 23 different staff positions including direct care aides, nursing assistants, counselors, and supervisory roles, with varying percentages applied to median wages for each occupational category.

• Requires the commissioner to update the base wage index on January 1, 2022, November 1, 2024, and July 1, 2026, then biennially thereafter, based on most recently available wage data.

• Mandates that at least 80 percent of rate increases from January 1, 2022 through March 31, 2024 be used to increase direct employee compensation, including wages, benefits, bonuses, and tuition reimbursement.

• Updates component values for competitive workforce factors, supervisory ratios, employee benefits, administrative support, and program expenses across multiple service delivery models (residential, day programs, and unit-based services).
