Commissioner must adopt statewide rules under chapter 14 for implementing rigorous core academic standards and benchmarks in language arts, mathematics, science, social studies, physical education, and the arts.

After initial adoption, the commissioner cannot amend, repeal, or adopt new rules on academic standards and benchmarks without specific legislative authorization.

Commissioner must supplement required state academic standards with grade-level benchmarks, with high school benchmarks potentially covering more than one grade.

Schools must offer and students must achieve all benchmarks for an academic standard to satisfactorily complete that state standard.

Benchmarks may only be changed with specific legislative authorization and after completing a review as part of the standards review process required under statute; benchmarks are exempt from chapter 14 rulemaking procedures.
