Appropriates an unspecified amount from the general fund in fiscal year 2023 to the commissioner of health to prepare a statewide drinking water safety action plan in consultation with the University of Minnesota Board of Regents (one-time appropriation).

Plan must include recommendations for protecting and improving public drinking water through research, implementation, and outreach programs focused on water safety for public water supplies.

Plan must address resources to identify hazards in aquifers and wells of particular designs and ages, and preparation of a prototype plan combining source-water protection plans, water supply safety plans, emergency response plans, treatment options, distribution-network diagrams, and best operating procedures.

Plan must include a template and funding options for a pilot study.

Plan must be submitted to chairs and ranking minority members of the house and senate committees with jurisdiction over environment, natural resources, and health by June 30, 2024.
