• Reduces the standard medical cannabis patient enrollment fee from $200 to $40 annually, effective July 1, 2022.

• Maintains a reduced fee of $50 for patients receiving SSDI, SSI, veterans disability, railroad disability payments, or enrolled in medical assistance or MinnesotaCare.

• Establishes a $20,000 application fee for entities applying to register as medical cannabis manufacturers.

• Requires medical cannabis manufacturers to pay an annual regulatory fee equal to the actual cost of regulating and inspecting that manufacturer.

• Allows manufacturers to charge patients reasonable fees for operational costs and to offer sliding scale fees based on household income or accept private donations to reduce patient charges.
