Creates a Board of Sign Language Interpreters and Transliterators consisting of seven members appointed by the governor, including two interpreters (one hearing, one deaf), one instructor, one employer representative, and three service users (two deaf, one deafblind).

Establishes licensure requirements for interpreters and transliterators working with deaf, deafblind, hard-of-hearing, and hearing individuals in Minnesota.

Sets initial and renewal license fees at $60 beginning July 1, 2024, with a $30 late renewal fee, deposited in the state government special revenue fund.

Board duties include adopting rules, processing license applications and renewals, maintaining a public registry, developing continuing education requirements, evaluating reciprocity with other states, and establishing temporary licensure requirements.

Amends Minnesota Statutes section 546.44 to require qualified interpreters in legal proceedings to be licensed under the new chapter 156B.
