Requires the Pollution Control Agency Commissioner to analyze and consider cumulative pollution from all sources before issuing, renewing, or approving major amendments to permits in environmental justice areas.

Defines environmental justice areas as census tracts where 40% or more of the population is nonwhite, 35% or more of households earn at or below 200% of federal poverty level, 40% or more have limited English proficiency, or areas located within Indian Country.

Mandates permit applicants provide demographic analysis including racial and ethnic characteristics, income levels, health conditions, housing, food security, and other factors affecting population sensitivity to additional pollution exposure.

Requires the Commissioner to determine environmental justice area boundaries by December 1, 2022, and allows residents to appeal boundary determinations with evidence-based petitions.

Authorizes the Commissioner to deny permits or place conditions on permits to eliminate contributions to increased environmental or health impacts in environmental justice areas when cumulative pollution effects would cause harm compared to denial.
