Expands medical assistance dental coverage for nonpregnant adults by removing the limited service list restrictions and covering medically necessary dental services.

Adds coverage for prophylaxis (cleanings) up to four times per year for adults (previously limited to once per year) when provided according to an individualized treatment plan.

Adds coverage for oral or IV sedation for adults when necessary to safely perform covered dental services or avoid requiring general anesthesia in a hospital or surgical center.

Maintains existing coverage for children and pregnant women, including sealants, fluoride varnish, and orthodontia for children only.

Prohibits the commissioner and managed care plans from requiring prior authorization for house calls, extended care facility calls, and behavioral management services for adults.
