• $26,000,000 is appropriated from bond proceeds to the commissioner of transportation for intercity passenger rail projects on phase I corridors identified in the 2015 state rail plan.

• Eligible projects include intercity passenger rail between Minneapolis/St. Paul and Northfield/Albert Lea, Minneapolis/St. Paul and Moorhead, a dedicated passenger rail main line connection between Union Depot in St. Paul and Target Field in Minneapolis, and a study of a passenger rail maintenance facility at Midway Station in St. Paul.

• Funds may be used for passenger rail development, project cost estimating, alternatives analysis, preliminary and final engineering, environmental analysis, benefit-cost analysis, and economic impact analysis.

• The commissioner of management and budget is authorized to sell and issue state bonds up to $26,000,000 to provide the appropriated funds.

• Appropriated money is available until the project is completed or abandoned under Minnesota Statutes, section 16A.642.
