Permits service providers to request time-limited lease extensions (up to two years each, maximum three additional extensions) when landlords deny lease transfers in community-living settings after initial two-year cosign period.

Authorizes use of market rates for disability waiver respite services and removes "respite services" from the numbered list of applicable services to streamline billing.

Updates effective dates to January 1, 2023, or upon federal approval, whichever is later, with commissioner notification requirement.
