Prohibits manufacturing, selling, offering for sale, or distributing carpets, rugs, fabric treatments, upholstered furniture, and textile furnishings containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) in Minnesota.

Defines PFAS as fluorinated organic chemicals containing at least one fully fluorinated carbon atom, and textile furnishings as goods customarily used in households and businesses including draperies, floor coverings, beddings, towels, and tablecloths.

Exempts sale or resale of used products from the prohibition.

Grants the Pollution Control Agency commissioner authority to enforce the prohibition under existing statutes, with coordination available from the commissioners of commerce and health.

Takes effect January 1, 2024.
