Authorizes the city of Roseville to impose a local sales and use tax of one-half of one percent, subject to voter approval at a general election.

Tax revenues must be used to pay collection and administration costs, plus three specific projects: $42,000,000 for a new maintenance facility, $7,000,000 for a new license and passport center, and $16,000,000 for a pedestrian bridge.

Authorizes Roseville to issue bonds up to $65,000,000 total (plus issuance costs) to finance the three projects, with bonds exempt from state debt limitations and levy restrictions.

Tax expires at the earlier of 16 years after implementation or when sufficient revenues are collected to pay project costs and bond obligations, with any remaining funds transferred to the city's general fund.

Effective upon compliance with state statutory notification requirements by Roseville's governing body and chief clerical officer.
