State agencies are prohibited from adopting rules that restrict consumer choice in purchasing motorized equipment based on fuel source or that mandate retailer inventory based on fuel source.

Motorized equipment covered includes household tools (generators, lawn mowers, pressure washers, chain saws, leaf blowers, weed trimmers), recreational vehicles (golf carts, motorcycles, snowmobiles, watercraft), passenger automobiles, and farm equipment.

All dealers of off-highway vehicles, snowmobiles, motorized watercraft, passenger automobiles, and farm equipment have the option to provide consumers any make, model, or year of equipment subject only to manufacturer agreements.

Minnesota Rules parts 7023.0150, 7023.0200, 7023.0250, and 7023.0300 are repealed, eliminating Clean Car standards that previously required low-emission and zero-emission vehicle sales in the state.

Rulemaking proceedings for air quality, solid waste, hazardous waste, and water quality standards must include assessments comparing proposed rules to federal standards and standards in neighboring states and EPA Region 5 states.
