Establishes a foster children SSI trust to hold Supplemental Security Income benefits received on behalf of foster children, with assets held separately in the state treasury and protected from state creditors and appropriation.

Requires financially responsible agencies to apply as payee for eligible foster children's SSI benefits, remit all payments to the commissioner of human services within 90 days, and notify beneficiaries age 18 and older about potential trust disbursements.

Directs the commissioner of human services to maintain separate accounts for each beneficiary, determine annual interest earnings and capital gains, and disburse $10,000 annually to beneficiaries once they reach age 18 until their account is depleted.

Requires the commissioner to submit reports by December 1, 2023 on potential tax and benefit impacts of the trust, and annually on reimbursement costs and future cost projections to legislative committees with human services jurisdiction.

Appropriates funds in fiscal year 2023 from the general fund to reimburse financially responsible agencies for SSI benefits sent to the commissioner under this program.
