Expands the local road improvement program advisory committee from five to six members by adding a town board member appointed by the Minnesota Association of Townships.

Maintains existing committee positions: one county commissioner, one county engineer, one city engineer, one representative from a city over 5,000 population, and one representative from a city under 5,000 population.

Requires the commissioner to establish and maintain the advisory committee to provide recommendations regarding expenditures from accounts established under the program.

Takes effect the day following final enactment.
