Classifies data collected by the Department of Agriculture, Minnesota State Colleges and Universities, and pass-through recipients about individuals seeking mental or behavioral health assistance or contacting the Minnesota Farm and Rural Helpline as private or nonpublic.

Protects identifying data about individuals and data provided by individuals identifying other persons from public disclosure.

Allows release of protected data to appropriate parties in connection with emergencies if necessary to protect the health or safety of any person.

Transfers $1,000,000 from the general fund to the agricultural emergency account in fiscal year 2022 as a one-time transfer.

Authorizes the commissioner to spend agricultural emergency account funds for responding to highly pathogenic avian influenza, including testing supplies and surveillance, through December 31, 2022.
