• Modifies real property record procedures to allow program participants to submit notices protecting their identity data in conjunction with real property, with limited exceptions for participant consent, court orders, secretary of state authorization, and assessment and taxation administration.

• Clarifies that county recorders and government entities must establish procedures to mask or make private documents containing participant identity or location data and provide procedures for proper notification when such protections terminate.
