Suspends provisions of Minnesota Statutes section 120B.11 from the 2023-2024 school year through the 2028-2029 school year, while maintaining federal reporting requirements.

Requires school boards to adopt comprehensive plans aligned with the goal of having 90 percent of third grade students achieve grade-level reading proficiency, including defined goals for all student subgroups, assessment processes, and instructional improvement strategies.

Establishes third grade reading proficiency assessments as the performance measure and requires school boards to hold annual public meetings to review and revise student achievement goals and improvement plans.

Directs the commissioner of education to report by January 25 each year to legislative committees identifying school districts that failed to submit required reports or did not meet the 90 percent reading proficiency goal.

Applies the same reading proficiency requirements to charter schools during the 2023-2024 through 2028-2029 school years and directs the commissioner to identify and share effective strategies and resources to help schools achieve the reading proficiency goal.
