Appropriates $300,000 in fiscal year 2023 from the general fund to the commissioner of agriculture for grants to farmers participating in the USDA's micro farm risk management program.

Limits individual grants to $3,000 or two years of a farmer's documented premium expenses, whichever is less, with funds available until July 1, 2024.

Appropriates $200,000 in fiscal year 2023 from the general fund for grants of $100,000 each to the Hmong American Farmers Association and the Latino Economic Development Center.

Directs the two organizations to provide technical assistance to farmers regarding the USDA's micro farm risk management program and the micro farm premium assistance program.
