• Modifies alternate overnight supervision requirements for adult foster care and community residential settings, allowing technology-based monitoring with specified response time protocols (10 minutes or longer depending on circumstances) and requiring written policies, resident consent, and emergency procedures.

• Revises home and community-based services employee scholarship program beginning October 1, 2021, to cover nursing, other health care fields, and further training in current positions for employees working at least 20 hours per week.

• Increases operating payment rates for intermediate care facilities for persons with developmental disabilities (ICF/DD) by 5 percent effective January 1, 2023, based on occupied beds and excluding property-related costs.

• Establishes direct support professional child care relief grant program providing up to $100 monthly per child (maximum $200 for two or more children) for 12 months to eligible professionals employed by qualifying providers.

• Establishes direct support professional and frontline supervisor employee retention payment program providing $1,500 payments through December 31, 2022, and appropriates $10 million for scholarships, $40 million for child care relief grants, and $50 million for retention payments from federal American Rescue Plan funds.
