Establishes the crime of organized retail theft in Minnesota Statutes chapter 609, covering theft and resale of retail merchandise, possession of stolen merchandise for resale, and conspiracy to commit such acts.

Imposes sentences ranging from up to 1 year imprisonment/$3,000 fine for property valued at $500 or less to up to 15 years imprisonment/$35,000 fine for property exceeding $5,000.

Enhances penalties for repeat offenders, with increased sentences if offense occurs within 10 years of prior conviction(s) under this section.

Applies to crimes committed on or after August 1, 2021.
