Amends Minnesota Statutes section 144.551 to add a new exception (clause 31) to the moratorium on hospital construction and modifications.

Authorizes construction of a new hospital in Ramsey County with 144 licensed beds exclusively for inpatient mental health care.

Allows construction to begin prior to completion of the public interest review process, notwithstanding section 144.552.

Maintains existing exceptions for national referral centers, pediatric specialty hospitals, critical access hospitals, and various county-specific projects.
