Authorizes counties to conduct land sales through an online auction process under section 471.345, subdivision 17, after publishing notices in the official newspaper, county website, and relevant newspapers of general circulation.

Requires notice of land sales to state the time, place, and manner of considering and accepting proposals, and include legal descriptions of real estate and brief descriptions of personal property.

Exempts leases and proposals not exceeding $15,000 per year from competitive bid procedures, allowing them to be negotiated directly.

Allows counties to use brokers to sell unsold real or personal property for not less than 90 percent of appraised market value, with broker fees capped at 10 percent of the sale price paid from sale proceeds.

Permits counties to exchange parcels of real property of substantially similar or equal value without advertising for bids, with values determined by county assessor or licensed Minnesota real estate appraiser, subject to public hearing requirements.
