Establishes soil-health goals for Minnesota requiring 5.75 million acres employing cover crops, perennial crops, no-till, or managed rotational grazing by 2030; 11.5 million acres by 2035; and 23 million acres by 2040.

Creates a soil health cost-share program administered by the Board of Water and Soil Resources to provide financial and technical assistance to local governments, private providers, and farmers for soil health and water-quality practices.

Prioritizes multiyear contracts and long-term soil health practices including no-till, field borders, and prairie strips that provide durable benefits.

Appropriates $17,000,000 in fiscal year 2023 to the Board of Water and Soil Resources for soil health practice adoption, with a base appropriation of $4,500,000 for fiscal year 2024 and thereafter.

Appropriates $180,000 in fiscal year 2023 to the University of Minnesota Board of Regents to develop a statewide soil health action plan due January 15, 2023, outlining standardized specifications and recommendations for research, implementation, and funding prioritization.
