Authorizes use of automobile theft prevention account funds to pay for development and maintenance of a database tracking sales of detached catalytic converters to scrap metal dealers.

Requires the Commissioner of Commerce to develop and maintain the catalytic converter sales database, with data submitted electronically by scrap metal dealers and accessible to law enforcement through a secure website.

Mandates scrap metal dealers display signs at least 8.5 by 11 inches notifying customers that catalytic converter transactions are reported to the commissioner and made available to law enforcement.

Requires database records be retained for three years and classifies collected data as confidential but accessible to law enforcement agencies and criminal justice agencies.

Appropriates funding from the automobile theft prevention account to the Commissioner of Corrections in fiscal year 2022, with ongoing base funding for fiscal year 2023 and thereafter to develop and maintain the database.
