Amends Minnesota Statutes section 256B.0625, subdivision 17 to increase medical assistance reimbursement rates for protected transport services from $75 per 100 miles to $75 for the first 100 miles plus an additional $75 for trips over 100 miles, plus $2.40 per mile.

Defines protected transport as nonemergency medical transportation for clients who have received a prescreening deeming other forms of transportation inappropriate, requiring a certified provider with a vehicle equipped with safety locks, video recorder, and transparent partition between passenger and driver.

Appropriates an unspecified amount from the general fund in fiscal year 2023 to the Commissioner of Human Services for start-up grants to providers configuring vehicles to meet protected transport requirements.

Commissioner must consider geographic access to protected transport services when awarding start-up grants.
