Mandates recyclers certify annually by September 1 that facilities comply with health, environmental, and safety regulations, use no prison labor, and maintain at least $1,000,000 in liability insurance

Bans disposal of wind and solar energy infrastructure in mixed municipal solid waste, effective immediately upon enactment

Requires annual stewardship reports beginning October 1, 2024, including collection data, recycling rates, and independent financial audits, with administrative fees deposited to a product stewardship account in the special revenue fund
