Commissioner of Health shall study the development of a statewide registry for POLST (Provider Orders for Life-Sustaining Treatment) forms to ensure patient medical treatment preferences are followed by all health care providers.

Registry must allow submission of completed POLST forms and enable timely access by health care providers and emergency medical service personnel for provision of care.

Commissioner shall develop recommendations addressing electronic capture, storage, and security of registry information; procedures to protect accuracy and confidentiality; access limits; registry location; ongoing funding models; and measures to protect patient rights.

Commissioner shall establish an advisory committee with representatives from physicians, physician assistants, advanced practice registered nurses, nursing homes, emergency medical systems, hospice and palliative care providers, disability community, attorneys, medical ethicists, and religious community.

Commissioner shall submit report with study results and recommendations to legislative committees with health and human services jurisdiction by February 1, 2023.
